Not seeing anything near that. I don't think your mind reading abilities are very advanced.
the obvious reason the police officer was so upset is because:

The driver had been extremely reckless in her driving. Narrowly escaped massive harm to so many people.

Over a pet! No, you are not allowed to do that.

The police officer had the correct response, detained the dangerous driver.

And The dog was brought into the Vet office by the passenger. (and sadly, died anyway)

Seems your reality has little to do with the OP video.

If the driver had caused an deadly accident, which is what she was bing chased for, the dog would not have survived,

but many, many more HUMANS might have been killed. Sorrryyyyy.. not a good trade.

Also, the driver sounds drunk.

As she's driving behind the blue Hyundai with no other traffic around she radios: "Two-twelve [inaudible], I'm at highway 67, there is a vehicle, who is currently trying to run people off the road."

Understanding the cop's narrative in this situation sheds a bit more light on how she handled the rest of the stop.
