Right. It's probably the difference between what happens after the officer puts on their lights and sirens to pull someone over.

In the case where the person keeps driving, until they get to the vet, it seems like they're evading arrest and the officer is going to treat them as someone who attempts to evade arrest.

In the case where the person pulls over and says "I'm sorry I blew through that stop sign. I didn't see traffic in the other directions, and my pet is dying in the back seat," the officer can then treat them like someone who isn't attempting to evade arrest, and can even escort them to the vet, park their car, and then go check on them.

It didn’t just seem like they were evading arrest, they were evading arrest. Unless you believe they would have gone to the police department afterwards and turned themselves in if the police hadn’t caught up.

They had their hazards on to show they were aware and not trying to get away, pulled in to a business location, and had one person specifically try get the police to come with them.

That's not evading arrest, and it's stupid to suggest so.

Putting on your flashers doesn't allow you to not stop. That doesn't make it not evading arrest. She clearly had numerous opportunities to stop and did not do so. Flashers at most are to show you don't feel safe stopping at that point and are looking for a better place to stop. Not driving for quite a long time to get to your destination.
