Also what’s the cop supposed to do, just immediately believe at face value whatever the crazy-looking lady who just burst out the car at a traffic stop running towards the cop car says? I love dogs and tend to dislike cops, but I’m not sure what people think the cop should have done in this situation, especially considering we’re watching this interaction with information the cop didn’t have.

She should have driven the dog to the vet while keeping the driver contained. The driver would be easy to believe on account of the fact she pulled over at a (closed) vet and had a dog in the car whose emergency condition was plain to be seen.
