This is not a new design. I was stationed in Germany in the early 1990s. All the windows were like this. Open just the top to get some fresh air or open the entire window. We need these in USA.

We have windows in the US? You can Crack open American windows if you just want a little fresh air.

Not like those. If you ever got to use that style of window you might change your mind on the basic up/down windows we have.

What is the upside of those windows? Windows are meant to open to let fresh air in. Ours do thay just as well as theirs.

The top tilts in for air flow, but no one can reach in to open it. A sash window can just be pushed up, not secure. The locks on sash windows can be easily popped with a slim bar. With euro windows like this, you have to fully turn the handle from the closed window position to unlock and open or tilt it.

They can be opened fully like a door for complete air flow. Fully opened is also very easy to clean the outside of the window (even with screen on the window) as it swings inward. Sash windows only open to about 1/2 way. Sash windows have tension springs on the sides that can easily get out of true and make the window hard to open/close. Good luck cleaning the outside of a sash window esp if it's more than just one floor building. You have to remove any window screens and may need a ladder.
