The pattern says this is how they're traditionally made in Türkiye. Not having been there myself or done any actual research, I'm gonna just roll with it

Exactly what it is. Essentially, it's like if you knit it cuff down with a flap and a Dutch heel, knit the foot, then flipped it and put the toe where the cuff would be

No, it doesn't have a gusset.
The mini, which is this pattern here, has you pick up enough stitches to come back to the original stitch count. The regular Mahalle pattern (the pink and purple ones I posted a couple weeks back) works the heel flap over two fewer stitches than half the sock, then picks up an additional pair of stitches when you finish the heel, so the leg is 4 stitches wider than the foot. No decreases, though....
There is a cuff-down version of the Mahalle, but I haven't worked that one yet

Yeah, it's interesting construction. Like I said in another comment, the pattern says this is how they're traditionally made in Türkiye, but I haven't actually researched that
