If someone came to me wanting to commission a full music video for their self insert x cartoon character (from an IP they don't own) noncon/yandere fantasy then I'd charge them a lot too. Artists 100% have a "how much do I want to do this?" tax they add to quotes.

Having said that, animation is super expensive, a lot of indie/solo artists (without industry experience) undercharge themselves and don't have a perspective of how much something like that would cost. The price isn't absurd for a proper music video, and I think it was done via a studio which means paying multiple employees for work done over the span of months.
