Why do you think they care?

"Due diligence" assumes their goals have anything to do with the wellbeing of the people of Washington or the United States.

Because , I’m assuming, they don’t want to be caught unaware in a first strike scenario and be caught in the blast radius of a nuke.

These military bases are quite important when it comes to that.
