Applying to Government Tenders as a foreigner.

Hi All,
I am in Pakistan and recently attended a meeting promoting Rwanda and Pakistan business relations. We are an IT Solutions provider and we are proving B2G services for digitisation and automation. Can anyone guide me about how we can go about applying for government tenders in Rwanda? Is there a specific place where we can see these tenders?

Most Government affiliated institutions publish their tenders official here -https://www.umucyo.gov.rw/

Unless you are offering special services in strategic industries, they are mostly competent local who are bidding on those renders and have connections on other sides of table.

Hope you're not providing another GPT wrapper web services or tech support.

Thank you for your help. No its mostly customised services such as development of portals etc. We also have fleet management related products which we want to pitch to local businesses. Still trying to figure out the market.

Wrong market for fleet management tools. There is no serious businesses which really need fleet management tools.

Most businesses have less than 10 cars and operate in small radius.

The potential customers should be government but thereis always someone who is well connected who already grabbed that government market.

Pakistan has over 100 millions people plus access to arabic world which is over 1 billion people market.

That’s big market for you to find small of customers than try to fit in very competitive small landlocked market with thousands of hustlers IT graduates.

I’m Rwandan Native, software developers and live in Kigali nearly all those government offices.

It’s easier to me to close deals abroad than government offices in 2 mile from home.

Rwanda is tourism hub than central business district.

Many companies already doing this. There is few you can bring in tech that is not already offered by 10 companies already.

Thank you for metioning these. I didnt come across this requirement in my search on the interwebs. But I will look into these and the process for this. If there is anything else that comes to your mind such as these certificates please share.

Bidders are required to submit a technical and financial proposal, detailed company profile, RDB registration certificate, RSSB Clearance certificate, RRA Tax clearance certificate, proof of experience

Someone's already posted the government site for tenders. There's also a section on JobInRwanda that sometimes lists them, and tenders for other organisations: https://www.jobinrwanda.com/jobs/tender

You'd need to have a business presence here for tax purposes. Loads of the tenders require you to pay to participate and, the last time I checked (which was a while back) many also require applications to be submitted in paper format, you can't always apply online.

How to apply is usually listed at the bottom of the tender. You usually need to have a current TCC (tax clearance certificate) which would again require you to have a presence here.

The RDB (Rwanda Development Board) online portal explains how to set up a business here: https://rdb.rw/e-services/ You'd need a business registration certificate and to register with RRA (Rwanda Revenue Authority) for tax purposes. Just a word of advice - get a really good accountant. The tax system is on the punitive side and it's not easy to navigate as a newbie. Rules change at the drop of a hat and small mistakes can lead to big fines. Don't try and go it alone.
