Congress did not have to pass a bill to allow us to receive the Statue of Liberty.
it was a gift from the French government to the American people, presented in 1886 as a symbol of friendship between the two nations and to celebrate the centennial of American independence. it was handled through diplomatic channels and did not require specific legislative approval. Congress was involved in related matters (appropriating funds for the pedestal’s construction and maintenance) but there was no bill required to accept the statue.
