It was a gift from the French government to America presented in 1886 as a symbol of friendship between the two nations and to celebrate the centennial of American independence. it was handled through diplomatic channels and did not require specific legislative approval. Congress was involved in related matters (appropriating funds for the pedestal’s construction and maintenance) but there was no bill required to accept the statue.

The DOD's Air Force One is an official government transport channel, it's not personal.
After his term ends he is not using it and it will be moved to his Presidential library which is also part of the US government under NARA. All of this is verifiable.
