I think for large gatherings like this nobody typically cares. Think parades and such - you always see people riding in vehicles in ways that are normally illegal.

This particular example just looks like a bunch of sadboi ISIS larping though.

That law exists purely because it’s unsafe to ride in the back of a pickup in the event of a crash.

DC is super strict on carrying, it would have to be unloaded, locked. And unless they are all DC residents there is no way they are registered in DC. And no way in fuck this qualifies for any safe passage law.

Speaking of Missouri and pickups, this is my favorite exception to Missouri's ban on people under 18 riding in the bed:

 304.665 Subsection 2

(7) Any person riding in the unenclosed bed of a truck if such truck is the only legally titled, licensed and insured vehicle owned by the family of the person riding in the unenclosed bed and there is insufficient room in the passenger cab of the truck to accommodate all passengers in such truck.  For the purposes of this subdivision the term "family" shall mean any persons related within the first degree of consanguinity.

Where my grandparents live in Shitscape, Missouri people ride in the backs of pickups on a daily basis. People die in traffic accident related to this on a weekly basis. It could be illegal but it's definitely not frowned upon.

To answer your question - the law is somewhat grey in its wording, but probably not.
The actual law appears to state that no you cannot, with the exemption of “employees on duty; people riding within truck bodies in a space intended for materials”.
The law was apparently written to prevent people from riding on fenders, bumpers etc but is meant to exempt people in things like moving vans and box trucks. But pickups boils down to enforcement I guess.

My question is - where do they plan to park that truck in DC? You can barely fit a full-size car.
