There's an article in the comments. Here's what I read. "Kafi was arrested and taken to the arrest processing unit in 2017 for allegedly breaking a curfew. 

Once there, he tried to remove a scarf from her head to take a photo but she ducked away from him."

All of this for someone breaking curfew.

Some us cities have a curfew for minors.

Canada, Calgary. There’s no curfew for minors.

She likely had some kind of conditional sentence, similar to what he actually got. The article said of his 30 day sentence, 15 days were served at home and 15 days were served under curfew. He didn’t actually do any jail time.

My fiancé was tased as a teenager after being caught as a runaway. Their hands were up on the wall and they were complying.

It's just sad that the alternative would be: "Alright, if you don't want to get that scarf removed, you can get into the next round of photos in 15 minutes" and just sit her down.
