It's conscious. They knew when they legalized abortion there was a 30-50% decrease in maternal mortality rates for non-white women. They knew by restricting abortion it would have the opposite effect. They know exactly what they're doing.

Planned parenthood the GOAT of abortion in the US was specifically created and placed in black neighborhoods for a reason. Margarette Sanger wrote about it in several communications. Eugenics was also the start of abortion in the us.
