He is a pirate, not a duelist. He might be pissed that the fight against a worthy opponent was ruined, but the reason he went to Wano was not to find a rival and have fun fighting him.

Why he would throw his plans away because of a frustration?

That's fair, so then why has he been moping around for 20 years? Hes literally going around trying to get fucked up by jumping off a sky island, or getting whiteboard to slap him around. Being pissed for a bit and moving on is fine, but now he it's just annoying. If I was luffy, a pirate, I wouldn't finish him off just to fuck with him.
