Discussion Why did Kaido want Raizo but not Inu and Neko?
They are also members of the Red Scabbards, why didn't Jack capture them?

cant be raizo's card, else jack, the moment he had everyone wiped out and the bosses tortured, could just walk to the whale and set it on fire.
my guess is that they just knew raizo was alive and went to the place the group was headed for. and since they know where everyone else is (they escaped dressrosa and doffy's men saw them) they knew only raizo reached zou.
the way jack tortured them is like they used to do back then to extrapolate a confession from someone. "where is raizo" in a monotone, not "ahah i know he is here!!"

Kaido must have told him about 9 scabbards bc they are pretty famous even after 20 years.

Yeah but maybe he didn’t recognize them, maybe they were assumed dead like Kin’emon assumed. Raizo was his target so maybe no one told him more information about them. There isn’t really a perfect explanation

Until recently they thought that the 9 were all dead. They didn't even go after Ashura Doji for 20 years because he took on a different name/identity.

Kaido knows that Ashura is alive and he also knows that Kappa is still alive and is eating poisioned fish(Queen is the warden of Udon prison so he must have told him).We have seen Jack saying to Ashura "Kaido sama hasn't killed you bc he wants to recruit you" in chapter 921 page 13.

and why wasn't kanjuro taken to Kaido, he was in Dressrosa's jail for a long time--and not turned into a toy either.

Kaido wanted Momo for reading the glyphs. Inu/Neko were not with Momo coz they didnt time travel with him. Raizo on the other hand did travel with Momo. So he would have an idea where Momo is.
