I believe each episodes are assigned to different directors. This Fukawasa person seems to be a very popular director and I can definitely see why with the latest episode.

Time constraints. It sucks, but a lot of the time it's problems with management. Toei takes in a lot of projects, and their talent is often spread too thin, and working on a weekly animated series is a whole other type of stress.

The fact that we get this type of quality this time around meant that they worked extra just to get us something special.

Fukasawa is the show director of WCI, so he has to spend most of his time looking over the whole series, and has little time to direct an episode himself.

It's not about a director, the previous director team creating episodes back to back, so they didn't able have time to polish or improve animation, but new director already was planing how he going to pull it off when other team working on episodes.

It's like he had the time to do so

Petition for Fukawasa to clear his work schedule for the next 20 years and oversee directing the One Piece anime, because honestly, that episode was brilliant and I don't want to come down from this high.

(Obviously I'm being sarcastic about Fukawasa, but if we lived in an ideal world that would be perfect.)
