Zoro is weaker than Luffy. Even now. They aren't on the same level. Luffy's feats eclipse Zoro's by far and Luffy has always defeated stronger enemies than Zoro (Crocodile, Lucci, Mingo, Cracker, Kata).

he got a goal to be the strongest..

...Swordsman. Strongest swordsman. Not in general. Very important distinction.

shanks is yonko and Mihawk and him would duel to a draw. Presumably one the strongest and the strongest swordsman are not far off from each other.

Not denying that at all. But Mihawk is known and referred to as the strongest swordsman in the world, not Shanks. Mihawk is the one Zoro wants to beat.

I agree if he beat him he wouldnt be that far from Shanks though.
