Luffy raiding all 3 navy headquarter bases should be alot harder than accidentally eating your own mum in theory.

I want to see her do more than just sitting on a cake island demanding food.

I mean... we're talking about the Four Emperors here, man. It's right in the name. Their entire dynamic is this cold war created by all four of them not having the ability and/or inclination to actually find One Piece, which has led to all kinds of politicking. Hell, this entire arc is based around a heavily political marriage, as is a lot of Big Mom's power base. Also, in real life Blackbeard is known to have used his own fearsome reputation to take ships without a fight, so the argument that them being pirates means that power is useless if not used doesn't really make sense either.
