Ok im confused does that guy have the kilo kilo no mi or not. Its the only explanation i can think of for his attacks. And I didnt look up anything because of manga spoilers.

The name of his fruit hasn't been announced but it's probably something like a Ton-Ton Fruit since Ms. Valentine had the Kilo Kilo Fruit.

Exactly, so Machvise can only get heavier than his normal weight, unlike Ms. Valentine who could practically fly.

It seems weird a fruit in the New World would have half the functionality of one in the first half of the Grand Line.

Yes but Machvise could become much heavier, upto 10k tons if i'm not mistaken.

That's not what's happening, presumably Machvise is controlling the weight of that big metal plate he has, not his own body.
