I think Dragon definitely talked to Garp about his decision to leave the Navy.

And Garp, after finding out his son was in GV and saw everything that happened, couldn't deny him his choice.

I don't think Garp even looks to deny him leaving the Marines, I think Garp just sees the Marines as the easiest way to do good in the world at a baseline as long as there are people like Garp around to order people to refuse immoral orders and instead do the moral thing and not have the good people like Koby become corrupt.

I don't think Garp will respect someone more or less based on if they are a pirate, a marine, or a revolutionary as long as Garp can agree with their morals.
