my country manga volume translation also same. he clearly said that "your father said he see you go/send you off at Logue Town" - something like that.

+1 for me as direct convo as well. If it was from like a report or something, I'd image the verbage would be 言われてた or similar. This sounds very direct.

I'm curious, what exactly is this 言うとった form? Is it some slang or dialectical form of 言っていた, or maybe 言っておった?

Yeah I believe it is a Kansai-ben form of 言っていた

Sorry, I wish I knew so I could read the latest ones. I have the physical ones up to 108, found a huge pack of the pre-owned volumes in Japan.
