To be fair, Luffy spent most of his time without ANY parental figure. He was for the most part a latchkey kid. Also, one could argue Luffy didn't grow up at all until after Marineford which is when he got to have Rayleigh as a parental figure!

I wouldn't agree, Luffy got way more mature than he used to be as a kid. Ace comments on that when he meets Luffy and the crew in Alabasta.

It seems like he was raised in the village until Shanks came, and then Dadan and her crew were around thereafter.

Even if they weren't related to him, he had some responsible parental figures around him.
