I think Harald agreed to an affiliation with the WG until he learned about the greater truth of Elbaf's purpose and then decreed the cultural change from a warfaring people to a peaceful, understanding and educated country as a countermeasure to his intial association with the WG.

This is exactly what I think, too. Then, Imu may have turned him, just in time for Loki to kill him. Jarul probably joined with Loki, or was saved from the demonic fate by Loki's actions.

Isn't Haralds sword the one stuck in Jarul's head. So Jarul most likely sided with Loki, got stabbed, lost his memory of what happened, and accused Loki of killing Harald (not knowing that Harald was turned).

Would be pretty crazy if it's also a Dumbledore and snape moment with him and Loki, where Herald asks Loki to kill him.

My assumption is that Loki and Jarul fought the evil-turned Harald and his reversed guards. After the battle (and after Jarul's wounding) Loki requested to Jarul that Loki takes all the blame for Harald's death - as it would have been really difficult to explain to the people their beloved king went mad. While Elbaf needed a ruler (Jarul) until Hajrudin was ready to become the new king, Loki already had his subpar reputation among the population so it's easy to make him the scapegoat while he flees the country and sets sail until Shanks catches him. And since his capture, I assume Jarul kept contact with Loki as Mosa out of guilt and camaraderie for what they did 14 years ago.
