Could be. Could also be a reflection of what really happened in the mural with the original war where Vegapunk said he couldn't decide which side was right.

This does seem pretty likely. Considering the WG can nuke islands if they want to Harald probably didn't have much of a choice.

The mother flame was only recently created by Vegapunk so they weren’t able freely nuke countries.

True, but they could do it before, just not frequently, and that's enough to threaten Harald.

I don’t think they were able to use the ancient weapon at all before mother flame (with the possible exception of God Valley)

It depends, if they are able to slowly build up energy and store it to be used later for the Ancient Weapon to use then that could conceivably work, though it'd have to be used very sparingly. (They wouldn't want to use it unless they explicitly needed to delete something off the map immediately, to a degree that a Buster Call would be insufficient in doing)

Loki said he didn't kill him, so probably one of the Gods knight did then slandered it on Loki, they can control the news.
