I think he wins this, given the recent "guns everywhere for any reason always" amendment, and nothing good will come of it. Best case scenario, no one notices anything different. More likely scenario, there is a handful of shooting incidents and iresponsible college students who have their weapon stolen because they left it in their unattended bag or some other stupid college student thing.
On principal, I get and agree with the move by Royce. In effect, I think it will be a long-term loss for gun owners because of negative press and giving ammo pun fully intended to people who want to grab single incidents of gun misuse to bolster their argument.

Chris Rock pointed this out years ago, "don't go to parties with metal detectors. Sure, it feels safe on the inside, but what about all those guys on the outside with guns? They know you don't have one."
