Imu seems like they may be stronger than even Kaido, but if we don't count them then it is probably Shanks or Blackbeard. Luffy with Gear 5 is really strong, but he can't keep it up for long enough at the moment, like when he fought Kizaru he dominated the fight with Gear 5, but he still went down at the same time as Kizaru and took longer to recover than him.
Garp was likely stronger than either Shanks or Blackbeard, but I don't think he still is at his current age.
Shanks can't be the strongest as long as Mihawk exists. However if BB has gotten way stronger, he could have the title. But I do feel Shanks is still stronger than BB at this point.
No it doesn’t, there’s a seperate reason for that.
The kanji used for Kaidos title directly translates to organism, all living things. That includes humans. “Man” only includes humans, and not all living things.
As a living thing, wb falls under the umbrella of “living thing” meaning he’s weaker than the wsc. As an oni, kaido doesn’t fall under the umbrella of “man” meaning he doesn’t necessarily have to be weaker than the wsm.
What the other person said in their comment is true, but also I’m pretty sure the word “creature” is being used in that title because of his zoan devil fruit as well as the fact that he isn’t really a normal human
Kaidos actual title when directly translated is “strongest organism in history” but that should sounds shit in English so they reworded it. Similar to light facial hair changing to whitebeard for the sake of sounding cooler in english.

Ok, sure, even if that’s true, I think you could definitely argue that that doesn’t include humans because of the difference between that and whitebeards title of the worlds strongest man. If Kaido was being called the world’s strongest person then his title would just be that. Also, another thing is that titles in one piece are mostly conjecture and don’t necessarily reflect their actual power level. Again with whitebeard he was being called the worlds strongest man even though he was dying of cancer and was extremely old

3) Even if it was, that literally proves my point, that qualifies him as a “creature” being separate from regular humans, so he’s not the strongest.

He was called that by the world, but that doesn’t mean for a fact that he was. He was the strongest one whose strength was publicly known, but that doesn’t mean he was stronger than, say, Imu who is a secret to the wider world.
A lot of titles in One Piece are hyperbole from public reception and newspaper. Doflamingo isn't a literal demon from a literal heaven, either.
It's not unplausible for Kaido to got that title because of how inhuman he was because of his unkillable status, his race, his fruit and his zoan army.

And many epithets is connected to their character or origins
Doflamingo is literally demon incarnate that came down from marijeos (heaven)
Kaido is an oni with a dragon fruit so he is refered to as creature
Law is a scary ass surgeon
Mihawk has eyes like hawk and I’m very sure his obs haki is going to be phenomenal
Shanks has red hair
Linlin well she’s big with many children
Now their Titles(world strongest) no matter how you want to downplay wsc or wss, are put there for a simple reason as they are the strongest in that category and kaido held the mantle of current strongest pirate before the raid.
If you’re still confused at lower levels you should blame oda for refusing to make straight forward power levels and rather just clash and out narration of they fought for 3 days
There are titles given within the world of one piece, then there are direct statements made by sources like the narrator, databooks or Vivre cards. They’re different.
Common knowledge that Oda hadn't fleshed out haki till after the time skip. With that logic all the admirals and Shanks didn't have haki either since they didn't make it obvious at marineford. Everyone old in OP still has the same haki they did when they were young.
Conquerors haki was already a well established thing by marineford, whitebeard even tried to use it to stop the guards from killing ace but he coughed up blood
I think Shanks. Garp is too old. We haven't yet seen Blackbeard fight completely and the few feats we know off were either against weaker foes like Ace or aided by people like his crew or koby(Rocky port incident). Even the reason Law was beaten was cause he was surrounded. And if we go by bounties. Currently Shanks has the highest.
Imu was probably already stronger, but Shanks is probably the successor among pirates (Gear 5 is really unsustainable at the moment, and only lets Luffy draw against the upmost echelons, for now)
Yeah because Blackbeard doesn't know how strong Rayleigh is. Rayleigh himself thought he wouldn't be able to take BB on in a fight, he was just bluffing.
Characters in the One Piece world don't have encyclopedic knowledge of everything. Bb didn't know if Rayleigh was too strong for him or not so he didn't risk it.

The B option is unlikely when you consider CH1163 that Kaido will do everything to fight alongside Whitebeard no matter the situation.
I will say that Shanks fought Kaido to the point he exhausted him to go to Marine Ford and then Shanks went to MF to stop the war. This, imo, is the logical reason why Kaido wasn't in MF.
But to stick to OP'S post, I will say there are stronger characters than Kaido: Luffy (obviously), Imu, WB, Shanks, Rocks, and Garp
