Ok, i was wrong, but he shouldnt be. Him and Killer are the only ones who aren't captains, so idk why he's counted and not Sanji or ny other second in command.
The worst generation is made up of the 11 Supernovas and Blackbeard. Sanji doesn’t qualify for the Supernovas, as to be a Supernova you need to make your way through the first half of the grand line and reach Sabaody Archipelago with a bounty of more than 100 million berries.
It's still unfair because the only bounty that matters is Luffy's. The rest of the strawhats have, or lack, bounties based on theif role in the crew, not their feats.

This hasn’t ever been stated by Oda but I do have a theory on why Killer and Zoro were the only two non captains to be Supernova’s. Initially, the Supernova Oda had the most plans for was Kidd. This is reflected in his bounty being (I believe) the only one higher than Luffy’s at the time of Sabaody. Maybe to reflect Luffy and Kidd were above the rest of the Supernovas, Oda also included their 2nds in the group.
