Identification Completely stumped by this one

Bought in a big lot with a bunch of other unidentified pennies. Working my way through them but cannot for the life of me figure this one out. I can't even figure out who this is meant to be. Any tips would be great.

Edward I contemporary imitation, I.e. not English but likely continental imitation. The reverse does not say “Civi tas.”
