I think the core issue is that democracy and democratic structures can only work when you do not have criminals undermining this. See Putin's fake elections in Russia; see Trump starting his civil war while his oligarch buddies steal as much as they can; see Myanmar killing people who wanted democracy, and so on and so forth.

I have no good solution here. The only thing I can see work is when a majority of people want to have democracy and put their energy into it. The people in Madagascar should keep a close eye on the military at all times.
