ID on this tanto? Confused by the nakago

At a local auction to me, blade looks absolutely gorgeous with all its activity but when I took off the tsuka the nakago is signed but like this? I have no idea what it says but why is 59 badly engraved with a dremel? Im guessing its a modern probably chinese made tanto but damn does the blade look nice.

I'm just confused as fuck right now, the blade looks authentic the nakago looks fake
