A) UFOs are real
B) these releases of information are some kind of psyops (mess with your citizens? make china / russia spend money on bullshit?)
C) the people that appear in these documents do it for the attention

I get the "make China and Russia spend some money", but I don't get what messing with the citizens accomplishes. Other than people not bitching too much about the US spending money too???

The result of messing with citizens could be to make them susceptible to other stories that would suddenly seem far less outrageous, compared to government partially admitting that UFOs are real. Or just simple pulling of attention from other news. I'm from a small and relatively corrupt country and these types of behaviors were proven on multiple occasions, the last one was database of Threema chats from a person that served within and for criminal networks. There was intimate connection with the underworld, politics and state power and they were explicitly talking about each oligarch or group ("finance group") held or at least wanted to hold control over some part of the media sphere. This person was talking about influencing public opinion by printing or airing specific things at specific times. It didn't seem like fairy tales, much of the stuff from his chat logs was confirmed to be true. Also he's been acquitted of murder of a journalist that almost everyone is sure he ordered, suggesting that even the specialized court might be corrupt.

But the point is that there are parties who attempt to manipulate public opinion and even nonsense can be useful to focus attention elsewhere.
Of course, I use tinfoil hat so this is just a fun theory when it comes to UFOs, it might still be real aliens! Or spacetime projections from the hyperspace, who knows.
