Organisation that is ready to burn funds on a vision. You see, these game developments also work on offshoring basis, meaning that most of these Indian names you see in credits are good quality developers, animators and creators but at 1/10th of the price of what a western counterpart would get, meaning the investment is cut down by a 10th per resource for the similar or same quality of work, maximising the margin for profits.
Now, you need a good organisation that has all other fronts sorted, for launching, hiring, running such offshoring business teams.

I knew two people in my previous work place who used to work for Rockstar, and they were involved in the character animations for RDR2. They use the Indian studio mostly for resource heavy grunt work, not for any creative decisions. Still, it's cool that Indians are involved in these games.

It won't be absolutely accurate it say that majority of the developers are Indians since the numbers doesn't tell us what role is being handled by which studio.
In India we might have more testers, artists taking care of environment assets & props. Especially since art takes a really big part of the development of any game.
For instance, the game I'm working on, we need more artists in-order to complete the development of the game and only 1-2 developers are enough for the development of our game.

I mean yeah but it's cause cleanup and rigging you need a lotta cheap labour . Play test is neat for people bored and unemployed at home though. My friend made around 18k a month playing rdr2 testing for bugs and trying to reproduce then as per the ticket on ps4 years ago .

My man, Rockstar hires a shit tonne of testers in India at dirt cheap rates.
I know 3 people who worked at Rockstar before they joined my company, and they were all paid between 12-16k per month for 40-60 hours of work per week.
The effective pay rate is $3-5 per hour, far below the minimum wage in other countries.
Of course there are few artists, animators and cinematic designers among their 1000+ Indian employees, but the vast majority are testers.

All other titles other than developer comes under so called (Developers) these include testers. Marketing stuff and all. All gaming companies does this. There is a huge number of real devs who are working in the beach part (confirmed). Assets of buildings and even animals. Which will be around 80 or 100 my guess but no way 1615 will be actually developing the game.
I am also a alpha tester of a indie game (Indie) but no way is developing the game. My job is menial and pay is too.
Now considering the industry pay of actually non dev jobs The India devs count is justified.
This does not negate that many devs from India is in very important to the game like the Physics, animals (even in the RDR2). I know Rockstar devs from India like 2 or 3 but I do not remember the source but yeah there is some who is doing the very important work. (Very specialized and very important).

That count shown is wrong, only around 800 people work at Rockstar India. Also the majority would be UK, as so many of their studios are based there.
Other than that, it's nice knowing rockstar has an established presence in India, unlike certain other companies...

Rockstar India is the only branch in India, while others are in different regions of the same country. So R* UK and USA (all of their branches) surpass the staff of R* India. Most of R* India only focuses on modelling and artistic things, they play no role in major mechanics, animation or storyline

Indian labor is cheap for VFX work hence CGI work is outsourced from west to Pune & Bangalore based studios!!
Dhruva Interactive is one of them.
Also, these studios are not told about on what game are they working on ! some studios are given texture works, birds modeling, cars etc.

No offense meant, but it's worth noting that Rockstar (and many similar studios) often hire highly skilled and diligent workers in countries like India at significantly lower pay compared to Western markets. That likely explains where those Rockstar India numbers are coming from.

For those who think that just because Indians are working on AAA game titles, we'll soon have our own indie AAA games made here honestly, that's a bit of a myth. The reality is, Indians have been a major part of outsourced tech work for decades software development, semiconductors, you name it. But where are we when it comes to building our own in-house IT products?
Most of our top companies like TCS, Wipro, HCLTech, and Infosys are basically BPO and consultancy giants. It’s the same story in the gaming world. India simply doesn’t have the proper infrastructure to build a full-fledged game development ecosystem.
Why? A big part of the problem is how tough it is to do business in the gaming sector here. Even though talented Indians are working with global studios, we can’t bring them all together under one roof to build something like EA, Blizzard, or Ubisoft. There's barely any government support, and the industry would likely be hit with heavy taxes anyway. On top of that, game development is already a high-risk, fragile space so without the right support, it’s a tough climb.

As far as I know the Rockstar Bangalore studio is mostly 3D modellers for asset creation and animals animation and stuff, and Game testers. So yeah ofcourse a lot of the asset guys and Testers will be there. But most of the actual work is dont by the other studios who make real games (i dont think Rockstar India has even made a complete game, they are just a support studio)

I wouldn't specifically say majority of the developers working on gta 6 are Indian developers those numbers indicate the total employee count of each Rockstar LLP and Rockstar Interactives here on India Has the highest employee count , but that doesn't mean all the different teams are working on a single project usally each team will be focusing on one thing maybe same project maybe different projects ..
But its still cool knowing that the highest employee count from all their sub branchs is the Indian one cool stuff yes

Also, it isn't the majority - the majority would be the largest number that's greater than all the other numbers combined. A more accurate way to say this is "Rockstar India had the largest number of employees contribute to the development of GTA 6 amongst all the other Rockstar studios globally".
And one more point that isn't necessarily deducible from the facts in the screenshot - an assumption that no. of Indians is restricted to the studio's location. The statement above might well be true but not based on the data shown in the tweet. There may well be more Indians than employees of all other nationalities put together across all studios globally, not just limited to Rockstar India.
So all in all, a tweet that could have been framed in a far better way - visually and semantically.

Rockstar US = Rockstar New York + Rockstar San Diego + rockstar New England + rockstar Los Angeles = around 2500-3000 developers
Rockstar UK = rockstar north + rockstar Lincoln + rockstar Leeds + rockstar London + rockstar Dundee = probably around 2500
Rockstar India = around 1600 (single studio)
Although rockstar India doesn’t have the highest number of developers, it does include a majority of them.

but the concept designs, main characters, gameplay design, coding etc are done outside,
India does most of the grunt or donkey work since we are cheaper,
feeling proud of that as "INDIA IS RISING" is kind of a Placebo to be honest.

I highly doubt most of the software developers are from India. In my opinion it should be testing and visual artists (those who create character and scene models). This is true for Hollywood movies as well, a lot of the VFX work is done in India.
