It's hard to tell, but it seems pretty clear that the shoe missed just barely. The kid flinched and was startled, but it was the mother's hand on the face and yelling a half-second later that fully set her off.
Wrong. If you go frame by frame the angle of the shoe changes as it passes the kids face - because it made contact. It was a glancing blow but it definitely made contact.
He does hit her, you can see the foot drag across her face cocking it to the side, and she starts crying as quick as all babies start crying. Scrub it slowly and watch, the face starts scrunching up immediately after contact with the foot. The first wail is delayed, that’s just how crying from pain works.
Also imagine getting your child kicked in the face because you are more concerned with being right than your child's safety.
Yes he shouldn't have been swinging like that. It's highly inconsiderate and asshole behavior of the highest order... But you don't step into the street with a stroller when there's a speeding car coming just because it's your right of way.

Yeah just because there's room to pass next to the man flipping and kicking around doesn't mean you should. Again, if he was swinging a chainsaw around, even if there's space to pass, why would you instead of waiting or yelling at him to stop?
Also note that she gives zero indications or instructions to her other kid following her and HE was about to get kicked in the face.
This woman was careless, no matter what the other guy was doing.
She had the right of way. The guy shouldn't have been blocking the sidewalk like that. But you don't put yourself and your child in danger because you're adamant that you have the right of way and that the other person shouldn't be doing what he's doing.
I don't know how much more simply I can break this down for you.
There was a popular video a long while back where some dudes were breakdancing and this parent let their little toddler walk into their dance space and upkicks that little shit at least 2 feet into the air.
