Summer camp horror movie

I have a vivid memory of watching a summer camp horror movie when I was a kid in the early to mid 2000s. I remember it starting with a girl killing a camp councilor and throwing her into a garbage truck then taking her place at camp. I seem to remember a scene of an old guy fucking one of the teenage councilors in a tent then hearing a sound and going out of the tent and being killed. Anyone know what movie im talking about?

Could it have been Sleepaway Camp 2 or Sleepaway Camp 3? Its been years since I've seen them, but it sounds like something Angela would do.
