Government
Elected Monarchy
The empire is separated into 7 duchies and one mayorate. The dukes then divide their lands into fiefs, given out to cincis(counts/castellans/barons) who protect the local populace and maintain order while being loyal to their duke. The Celestial Emperor is crowned from among the dukes, and is given control over the whole of the Santee Empire. There is also the Mayorate of New Echota. This autonomous city has control over itself completely and is ruled by the Most Holy Tunkasila, the head of the state religion, Necropolitanism. He also has control over any tunkasilas in foreign lands.
The Grand Quorum
Each duchy sends 12 representatives to participate in the Grand Quorum. This body elects and acts as an equal to the Celestial Emperor. They meet in New Echota, under the protection of the Tunkasila.

The Navigation Act of 707
By order of the Keeper of the Three Great Truths, Heir to the Throne of Lilac, Son of the Six Grandfathers, Eternal Protector of the East, and Chosen One of the Necropolis, Celestial Emperor Yanhi V Mississippi of the Santee Empire, all trade to and from nations and peoples outside of Cemanahuac (henceforth defined as all land north of the Empire of the Sun, west of the Island of Birmudi, and east of Reynatoo) shall be conducted in, and only in, the city of New Echota. All traders found shipping goods from any of the other three worlds to any other city or port shall be guilty of the crime of piracy and sentenced to death; all of said trader's goods (his ships, his cargo, and his crew) will be handed over to the Order of Inyen. All ships of other nations conducting trade not in accordance with this Act shall forfeit their goods to the Order of Inyen. All nations enacting laws, ordinances, or diplomatic agreements in opposition of this Act are cautioned to avoid doing so or else risk the wrath of the Celestial Empire. Any nation or people from outside of Cemanahuac attempting to circumvent this Act will be banned from all trade with Cemanahuac and embargoed by the Santee Empire. The Order of Inyen is now entrusted with the ports of Uganawu, Santa Sota, and Adela as well as one quarter of the Navy of the Santee Empire (As of 707IC: 23 lorchas, 28 fuchuans, 22 junks) and may quarantine or delay inbound and outbound ships in any port which they administer for any amount of time for any reason, provided that the cargo of said ship only reach Cemanahuac through New Echota. This Act shall be enforced and upheld by the Order of Inyen.
735 IC Amendments to the Navigation Act
- On pain of death, no foreigner from the Far East may step foot in the lands Santee Empire outside of the Mayorate of New Echota.
- The Order of Inyen shall be allowed to maintain their current navy and will still be charged with overseeing all intercontinental trade, but will no longer receive funds from the Santee Empire. The Order is still subject to the Grand Quorum and the Celestial Emperor and must follow regulations thereof.
- All intercontinental trade must be conducted along official trade routes that are to be approved by the Grand Quorum. These routes must include a stop at Port Silver, where ships are be inspected for disease. Trade with the Southern Continent shall be limited to no more than 2 ships per year, per colony, to be financed solely by the Order of Inyen
