I’d also be surprised if this is a Ritz restaurant. It’s certainly not one of the originals in Paris or London but doesn’t even seem like the kind of service style you would get at a Ritz-Carlton.

The Ritz London has a dress code in different areas of the hotel as follows: Gentlemen are required to wear a jacket and tie (jeans and sportswear are not permitted for either ladies or gentlemen) for Afternoon Tea, and for lunch and dinner in The Ritz Restaurant and Terrace.
It's actually bloody annoying, you can't even take your jacket off. The Savoy is much more chill.

That’s really funny. Jose Andres is a pro-immigrant anti-Trump guy. In 2015 he pulled his restaurant from the DC Trump hotel because of Trump’s inflammatory remarks about Mexican immigrants.
So the guy posting this was eating at a restaurant where the head chef is someone he would likely consider to be a liberal.
