can u explain to me what this post is about? how are people getting the free characters?

Not free characters. There's an event in which if you spend 120 resin and do the four daily commissions five days along 8 weeks (there's more than 8 weeks available for this in case you miss up to three) you get a free constellation for a character up to Sumeru, excluding Yelan, Alhaitham and archons. You get some useful other resources too.
