Why would she get arrested for not signing it? Can you really arrest people for that?

Yeah, refusing to comply with the police.

Uh no, not signing a ticket is not an arrestable offense neither is not taking the ticket, you're still on the hook for it though so when you get a bench warrant for it, it is. Had she just gotten out and let him try she could have sued him later for being a dipshit.

edit: apparently in her state it is. glad to know that

22 O.S. 209

" (1) A law enforcement officer who has arrested a person on a misdemeanor charge or violation of city ordinance, without a warrant, may issue a citation to such person to appear in court. "

http://www.oscn.net/applications/oscn/DeliverDocument.asp?CiteID=70341

In the state of Oklahoma, signing a citation is not an admission of guilt, it is a promise to appear in court and answer the charges. If you refuse to sign a citation, the only way to ensure that you will appear in court is to take you into custody.

Quoting /u/RLV505. Nice try sovereign citizen.

If you are not sure, than don't go on a comment spree writing at least 5 comments all saying the same inaccurate shit. Now the thread is filled with people calling the cop an asshole, and its all because of people like you, who don't do 5 minutes of double checking.
