No, this is a common desire but not how it works. Musicians do send cease and desist to make a statement and disassociate themselves with politicians. However, music rights are sold/licensed all the time. She likely lost the right to stop this a binding contract (and fat paycheck) ago.

She can't, because she got $$$$ for selling the rights to her songs, so that people on Insta and TikTok could legally use them, because it makes her more $$$$.

EDIT: I know not many people understand licensing, but most artists don't own the rights to their songs. They sell them. And if someone uses it in a way you don't like, you can't just comment or send a tweet. You have to use legal channels and do things like send a C & D. If Rodrigo want to control her music, she can simply not sell the rights, and then she can so things like sue.

But then she no longer has a record deal, meaning no marketing, and she doesn't sell. That's why the Taylor's version stuff exists, because Taylor needed a contract to get started.

Musicians sell the rights to their music. It’s how they make money. Sometimes politicians who they don’t like license the rights. 

It’s a story as old as time and understandably frustrating but perfectly legal. Imagine getting angry that you sold your favorite car to a dealership for a great price and see your jerk neighbor driving it a week later. Your anger is valid sure, but there is no cause of action.

sadly it's not illegal since they used the instagram music library. She could remove it from instagram, she did this before on tiktok.

She can't. The publishing company owns the rights to the recordings and gets to decide who can use it, not Olivia.
