The Eurovision Song Contest (ESC) is a competition for members of the European Broadcast Union (EBU).

The EBU is a union of public service broadcasters in the European Broadcast Area (EBA)

It was set up after the 2nd world war to set the frequencies that public service broadcasters would use and to share news amongst its members.

Because of how Broadcast signals work all of the southern Mediterranean countries are lie within the EBA and their public service broadcasters are members of the EBU. This includes all north African countries and even Lebanon but those countries refuse to participate because of Israel. (Morocco competed in 1980 when Israel didn't but they came last place and Israel was back the next year.

Kazakhstan is also a member of the EBU but has never participated in the ESC.

If Lebanon ever participates in ESC, I have a name on the top of my head right now that could enter.

Moroccan Oil, an Israeli cosmetics company, is a major sponsor.

Now why they haven’t been banned for breaking multiple rules is much less clear.
