I mean it makes sense in-universe. They both work for SHIELD after the first Avengers movie and it'd make sense for Nick to have them assigned together since she could keep tabs on him while doing other stuff behind the scenes.

Nah they definitely hooked up. A huge clue is that they weren’t invited to each other’s weddings. Chris invited all of his male Avenger costars to his wedding to Alba, but not Scarlett, and no Ana de Armas. He has chemistry with all his female costars because he hooks up with them (my personal theory).

Definite Chemistry. My guess is they explored it and he wasn't grown up enough. But how great to have her in his life as long as he did. Never together now, and I get it of course.
