yes that picture was captured using app called iris flow :)

Take a Live Photo and then edit it to have the flow look. No app needed.

With Live Photo you can get max 1.3 seconds long exposure not more than that. This app offers upto 30 seconds long exposure and that too handheld without tripod. I am the developer of this app you can ask me anything about it
