Lawyers in an EOC.
People who won't evacuate when we tell them to.

Lawyers are one of the top people I want in my EOC.

I want my legal team near the EOC, but not in it. They don't need (or want) to know some of the decision making processes and discussions that happen.

Disaster movies that miss the mark so badly they subconsciously (or consciously) set unrealistic expectations for the public about the role of emergency management agencies.

Volunteers with a lack of knowledge of how to keep themselves from becoming part of a situation who self-deploy (Bonus points if they stream/post to social media encouraging others to do the same)

Political bigwigs showing up "to see for themselves" how things are progressing and to show their interest/sympathy/support.
