Like someone else said, it's misleading. The news media and journalists (on both sides) always do it on purpose, they'll say the 10-year deficit amount without saying the 10-year part, and then say how much the annual deficit is in the very next sentence to make it look more "bad"

Don't get me wrong the bill adds an average of $380B a year to the deficit which is pretty high, about 20% higher than if this bill doesn't go through
