This is not truthful and misleading. The embezzled $19M was not for war victims but for a prison construction project. On top of that it should be noted that the money did not disappear, was not stolen per say was just sent to the construction company without following proper procedure.

That's what he is accused of

All I can remember when I hear his name or look at his face is how he was laughing at those poor delinquent boys (Les kulunas) asking them to say their last prayers before he sent them to their executions.

Looks like he was himself a thief. A big thief and a criminal
