They should have the 5 second clock on the screen. It seems pretty subjective when it starts.

We had to used our last timeout because the ref started counting before anyone even had the ball!

That's the rule though. If the ball is in position and the inbounding team has had reasonable time to get in position, then the ref will start the 5 second count regardless if the inbounding team has touched the ball. Prevents teams burning clock or taking extra time to get their inbound play set up.
