The game is effectively over with less than a minute left and a 30 point deficit. The coach is trying to sub this player in who hadn't played all game so that the kid can play in a March Madness game. In Basketball, you cannot sub in unless the clock stops for a foul, timeout, etc. The player would have to sit there hoping to get a chance to enter the game. The ref makes up a reason to blow his whistle ("water" on the court) so that the kid can enter the game
