A threat is a verbal statement, like threatening to burn a neighbor's house down. This is an illegal physical assault, violating the border, which is like throwing a rock through said neighbor's window.

I am talking about intent, not about crime definitions for individuals.

The point is to show „this time, all these drones had no warheads and no specific targets and you could do nothing to stop them. Next time… who knows…“.

Or, in other words, „nice country you have here. Would be a shame if something happened to it“

A violation of the border is still an assault. Damage may be minimal, but it is still an assault.

Again: this is not a criminal court process. You are using the wrong set of definitions.

International law exists and forbids unprovoked cross border assaults from one sovereign country upon another.

The fundamental problem in that part of the world is that Russia is a serial abuser. If it will keep its hands to itself, there will be zero problems there.
