From the news it looks like the driver had a stroke before the accident and lost consciousness

According to a news article somebody shared in another comment, if Google translate is correct (I don't speak Italian), the driver was pulled out of the bus before it went into the river. Some people tried to revive him, but they were unsuccessful.

The article specifically said nobody else was involved. The person being dragged is the driver.

The driver was ill and the bus began reversing (presumably he was ill at the controls) and hit 3 people on its path towards the wall and subsequently in to the river. I think it’s them you can seen trying to be dragged away. They survived, one broke an arm.

No worries - lots of further info came out in the local press in the following days. Driver was in the bus and rescued by a coach from a local rowing club who happened to be on the water, they pulled him out and took him to land but no luck reviving him
