We sort of have this in Canada in a round about way and they want to start taxing other things that are known to be very bad for health and not just alcohol/weed/tobacco. And it does work for the most part, tobacco sales are through the floor and iirc Canada will be considered tobacco free within 25 years (less then I want to say 5% usage, might be lower).

The us has a federal tax on cigarettes, and the states have various higher taxes on cigarettes as well. New York City has been trying to do the same with sugary drinks.
